Mr. Ashish Bhatia is a retired officer of the Indian Police Service (IPS), Gujarat cadre, 1985 batch, with an illustrious career spanning over 37 years in law enforcement and public administration. He served in various high-impact roles across Gujarat and retired as the Director General of Police and Inspector General of Police (Head of Police Force) of Gujarat State in January 2023.
Mr. Bhatia holds a Bachelor’s degree in Mechanical Engineering from Punjab Engineering College, Chandigarh. Prior to joining the IPS, he began his career as a trainee engineer with HMT Pinjore and later with the Indian Railways Stores Service, before transitioning into public service. His police career was shaped by foundational training at the Sardar Vallabhbhai Patel National Police Academy, supplemented with advanced leadership and policy programs at IIM Ahmedabad, London Business School, and international training in community policing in Japan and Singapore.
Renowned for his ability to lead under pressure, Mr. Bhatia has handled complex and sensitive law and order challenges, including communal disturbances and high-stakes security operations. In recognition of his exemplary service, he was awarded the President’s Police Medal for Meritorious Service in 2001 and the President’s Police Medal for Distinguished Service in 2011.

Dr. R.K. Raghavan is a distinguished former officer of the Indian Police Service with over five decades of experience spanning law enforcement, diplomacy, academia, and corporate advisory. His illustrious career began in 1963 and culminated in his appointment as Director of the Central Bureau of Investigation (CBI) from 1999 to 2001. During his tenure, he led several landmark investigations and was instrumental in establishing India’s first cybercrime cell.
Following his retirement from the police service, Dr. Raghavan served as India’s High Commissioner to the Republic of Cyprus from 2017 to 2019, further deepening his engagement with international diplomacy and global governance.
Dr. Raghavan holds a Ph.D. in Political Science from India and a Master’s degree in Criminal Justice from Temple University, USA. He has held prestigious academic appointments as a Visiting Fellow at Harvard Law School and Rutgers University and has lectured at Yale, MIT, and other leading global institutions.

Mr. Ajay Goyal leads SPEC Finance’s global finance and investment banking business from its hub in GIFT City, Gujarat, with a strategic focus on the BRICS Plus countries. A Mechanical Engineer from the National Institute of Technology, Kurukshetra, and a seasoned global entrepreneur, Mr. Goyal brings over 35 years of international experience to India’s dynamic financial landscape.
Born and raised in Kurukshetra—the sacred land of the Bhagavad Gita and the Mahabharata—Mr. Goyal grew up in a family deeply rooted in literature and scholarship. His parents, Dr. Pushpa Goyal and Professor Dr. Jai Bhagwan Goyal, were both renowned academics in Hindi literature. Dr. Jai Bhagwan Goyal made seminal contributions to Sikh literature, discovering numerous manuscripts in the Gurmukhi script and illuminating the teachings and valour of the Sikh Gurus. He authored over 30 books and was awarded the Padma Shri in 2021 for his distinguished service to Indian literature.
Surrounded by books from a young age, Mr. Goyal developed a lifelong passion for reading and travel. Sanjay Kundu brings a distinguished record of leadership across public safety, national administration, and global peacekeeping to SPEC Finance’s Merchant Banking practice. An accomplished Indian Police Service (IPS) officer of the 1989 batch, his career spans top roles with state and central governments and the United Nations, where he built a reputation for strategic clarity, disciplined execution, and institution-building.
As Director General of Police, Himachal Pradesh, Mr. Kundu led data-driven reforms that reinforced law and order; during his tenure, the state’s police were conferred the President’s Police Colours, the nation’s highest recognition for uniformed forces. In the Government of India, as Joint Secretary in the Ministry of Water Resources, he led the World Bank–funded Dam Rehabilitation and Improvement Project (DRIP), helped resolve complex inter-state river disputes (including those involving the Cauvery and Narmada), and advanced national programmes in water governance and climate resilience. He has also served as Chairman of the Brahmaputra Board; Chairman & Managing Director of NPCC (a Mini-Ratna PSU); Director General of the National Water Development Agency (Authority for Inter-Linking of Rivers); and Mission Director of the National Water Mission.
Internationally, Mr. Kundu served as United Nations Police Commissioner for South Sudan, working at the nexus of conflict mitigation, human rights, and capacity-building. His contributions have been recognised with the UNESCO Award for Leadership in Water Resources, the President of India’s Police Medals for Distinguished and Meritorious Service and for Gallantry, and two UN Medals with Bar.
An alumnus of Harvard University, the National Defence College, and the University of Minnesota (Fulbright-Humphrey Fellow), Mr. Kundu brings to SPEC Finance a rare combination of strategic foresight, regulatory fluency, and operational discipline.
